Job Description:
Under general direction and guidance of the Compliance Branch
Chief (or their designate), the position requires managing the Air
Quality Management Program, while supporting and learning the
requirements of the Solid Waste/Recycling, Perfluoroalkyl and
Polyfluoroalkyl Substances (PFAS), Compliance Clean up and Above
Ground Storage tanks (AST)/Underground Storage Tanks (UST)
programs.

As an employee of the CA Military Department (CMD), you are
required to perform the essential functions of the job, with or
without reasonable accommodation. You are expected to work

Persons employed at the California Military Department must be a
United States Citizen (or naturalized citizen) and able to pass a

*This position may/may not be eligible for telework. The amount of
telework is at the discretion of the CMD and based on the current
telework policy. While the CMD supports telework where possible,
in-person attendance may be required based on operational needs.
Employees are expected to be able to report to their worksite with
minimal notification if an urgent need arises, as determined by the
Department.

Statement of Qualifications
PLEASE DESCRIBE YOUR KNOWLEDGE, EXPERIENCE AND/OR EDUCATION AS IT
PERTAINS TO EACH OF THE FOLLOWING:
1. What in your opinion is the role and importance of environmental
management of military lands and mission activities?
2. Please describe your experience managing air program technical
requirements including collecting emissions data, APCD/AQMD
equipment inventories, preparing for controlled burn events,
compiling annual emissions reports for regulators, compiling
greenhouse gas reports, and tracking mobile equipment/tabulating
usage data of mobile equipment.
3. Please describe your experience in the field of solid waste
management regarding managing monitoring requirements (including
landfill gas monitoring) for active and closed landfills, reviewing
active landfill operations for compliance with permit conditions,
and developing and implementing policies dealing with solid
waste/recycle programs.
4. Please describe your experience managing contracts for
environmental contracts including preparing scopes of work and
contracting documents, obtaining bids, assessing bids, reviewing
and approving contract
deliverables and invoices, managing budget issues, and related
tasks.
5. Please discuss your experience with Per- and polyfluoroalkyl
substances (PFAS) and Perfluorooctanoic acid (PFOA) related issues.
Detail any experience providing technical oversight/interpretation
and evaluation of PFAS/PFOA site data collected in the field.
